The federal government created the Lifeline program precisely to address this. Administered by the Universal Service Administrative Company (USAC) under the Federal Communications Commission (FCC), Lifeline provides a monthly discount on phone or internet service to low-income Americans — and for seniors who already receive certain benefits, qualification is automatic. What Is the Lifeline Discount?

Lifeline provides a $9.25 per month discount on your monthly phone or internet bill. For seniors living on Tribal lands, the benefit rises to $34.25 per month.

The discount is applied to one service per household — either a phone plan or an internet plan, not both. You cannot receive Lifeline on both a mobile phone and a home internet connection simultaneously.

Some Lifeline providers go further than the discount. Several carriers offer completely free phones and free monthly service to qualifying seniors, making the effective value much higher than $9.25.

Who Qualifies for Lifeline?

There are two paths to Lifeline eligibility: program-based and income-based.

Program-based (automatic qualification): You qualify automatically — with no income check required — if you currently participate in any of these federal programs:

• Supplemental Security Income (SSI)
• Medicaid
• Supplemental Nutrition Assistance Program (SNAP / food stamps)
• Federal Public Housing Assistance (Section 8)
• Veterans Pension and Survivors Benefit

2. Choose a participating carrier: Once approved, select a Lifeline provider in your area. The Lifeline website has a carrier search tool where you enter your ZIP code and see which providers serve your area. Popular nationwide carriers include SafeLink Wireless, Q Link Wireless, Access Wireless, and Assurance Wireless.
3. Apply through your chosen carrier: Many carriers have their own application process. If you prefer, you can apply directly through a carrier who will handle the eligibility verification on your behalf.

One important rule: only one Lifeline benefit is allowed per household. If your spouse or another household member already receives a Lifeline discount, you cannot receive a second one for the same address.

Renewing Your Lifeline Benefit

Lifeline is not a one-time benefit — but it does require annual renewal. Each year, USAC will ask you to confirm that you still qualify. If you continue to receive SSI, Medicaid, or another qualifying program, renewal is straightforward. If your situation changes, you must report it to your carrier.

Failing to complete the annual recertification will result in your benefit being cancelled. Your carrier should notify you when renewal is due.

Free Phones Through Lifeline Carriers

Several Lifeline carriers offer a free smartphone as part of their program enrollment — this is sometimes called a "free government phone" or "Lifeline phone." The phones provided are typically basic Android smartphones adequate for calls, texts, and apps.

Stacking Lifeline With Other Benefits
